Updates on EU/North America/SEA Rubber Import Regulations: Certification & Compliance Updates 2026

In 2026, import regulatory requirements for rubber products have been continuously tightened in the world’s major markets. The European Union, North America, and Southeast Asia, as the core export destinations for rubber goods, have successively updated certification standards, chemical substance control, traceability systems and customs clearance rules. For rubber hoses, seals, industrial rubber and plastic parts and other products, full compliance has become a core prerequisite for market access and long-term stable cooperation.


EU Market

The EU has fully implemented the GPSR (General Product Safety Regulation) to strengthen full-cycle safety supervision of rubber products. The REACH regulation updates the SVHC list to 253 items, with a strict limit of ≤0.1% for restricted substances. CE marking + EU Authorized Representative (EU REP) filing is mandatory for all rubber products entering the EU market. In addition, the EUDR (Deforestation-Free Products Regulation) requires complete raw material traceability data; food-contact rubber products must comply with EU 1935/2004, and automotive rubber parts need to meet IATF16949 quality system certification to pass customs and market inspections smoothly.



North America Market

The United States enforces FDA 21 CFR 177.2600 for food-contact rubber products, and industrial rubber parts must meet ASTM performance testing standards. Consumer rubber products are subject to CPSIA phthalate restriction requirements. Canada implements CMVSR certification for automotive and industrial rubber accessories. Customs strictly verifies the consistency of test reports, certification documents and product labels, and incomplete compliance materials will be detained or returned.


Southeast Asia Market

Benefiting from the RCEP agreement, rubber products with RCEP Certificate of Origin enjoy tariff reductions and exemptions. The Philippines requires LPSR pre-shipment inspection, while Thailand, Malaysia and Indonesia standardize HS coding, product labeling and material testing reports. Standardized compliance documents can greatly shorten customs clearance time and reduce trade risks.
